Chapter One: Introduction

1.1 Background of the Study

Food security is a critical issue in Nigeria, where millions of people face hunger and malnutrition due to inadequate access to nutritious and affordable food (Zubairu & Nwaeze, 2024). The Nigerian government, through national food security policies, has sought to address these challenges by ensuring that food systems at both the national and local levels are resilient and able to meet the needs of the population. National food security strategies, such as the National Food Security Programme (NFSP) and the National Agricultural Policy, aim to enhance food production, reduce dependence on imports, and improve local food distribution networks (Sulaimon & Adewuyi, 2023). Azare Local Government in Bauchi State, being a predominantly agrarian region, is directly affected by these policies. This study will investigate the impact of national food security policies on the local food systems in Azare, focusing on food production, distribution, and access.

1.2 Statement of the Problem

Despite the implementation of food security policies, Azare Local Government faces persistent challenges in achieving food security. Issues such as low agricultural productivity, poor infrastructure, and limited access to markets for local farmers undermine the effectiveness of national policies (Aliyu & Musa, 2024). Additionally, local food systems remain vulnerable to disruptions caused by climate change, conflicts, and inadequate investment in agricultural technology. This study aims to examine how national food security policies have influenced local food systems in Azare and assess whether these policies have led to tangible improvements in food availability and access for the local population.

1.3 Objectives of the Study

1. To assess the impact of national food security policies on local food systems in Azare Local Government.

2. To examine the challenges faced by local food systems in Azare despite national food security interventions.

3. To propose recommendations for improving the effectiveness of national food security policies in Azare.

1.4 Research Questions

1. How have national food security policies impacted local food systems in Azare Local Government?

2. What challenges have local food systems faced in implementing national food security policies?

3. What recommendations can be made to improve food security in Azare Local Government?

1.5 Research Hypotheses

1. National food security policies have positively impacted food availability and access in Azare Local Government.

2. Local food systems in Azare are constrained by infrastructure and market access challenges, limiting the effectiveness of national policies.

3. Improved local agricultural practices and investment in infrastructure will enhance food security in Azare.

1.6 Significance of the Study

This study will provide valuable insights into the practical outcomes of national food security policies on local food systems in Nigeria, specifically in Azare. By focusing on local-level impacts, the study will help policymakers understand the challenges faced by rural communities and suggest more effective ways to improve food security. The findings will be useful for agricultural planners, food security experts, and government agencies involved in developing and implementing food security strategies.

1.7 Scope and Limitations of the Study

The study focuses on Azare Local Government in Bauchi State and evaluates the local food systems in relation to national food security policies. It does not cover other regions in Bauchi State or other food security initiatives at the national level. Limitations may include difficulty in accessing reliable data from local farmers or government officials, especially due to the complexity of food security issues.

1.8 Operational Definition of Terms

• Food Security: The condition in which all people, at all times, have physical, social, and economic access to sufficient, safe, and nutritious food.

• Food Systems: The processes and activities involved in producing, processing, distributing, and consuming food.

• National Food Security Policies: Government strategies and policies aimed at ensuring sustainable and sufficient food production and access for the population.
